Elise Lewis, President
Elise Lewis is a Louisiana native and adopted person. She is a graduate of LSU and holds a Masters from Bank Street College of Education in New York. She completed Boston University’s Genealogical Research Certificate Program. Elise serves on a variety of boards advocating for the arts, children, families and the restoration of rights of adopted people.
She is a professional genealogist and search angel and has advocated for restoring the rights of adopted people for over 25 years having served as the Mid-Atlantic Regional Director and board member of the American Adoption Congress, Junior Board of Children’s Home Society-Virginia, C2Adopt Symposium Planning Committee. She also worked on the Minnesota Coalition for Adoption Reform team to restore rights in Minnesota along with her work in Louisiana. She reconnected with her families of origin in 1996.
Kenny Tucker, Vice-President
Kenny Tucker is an adoptee who first got motivated for adoption reform in the mid-1990s when he realized the scope of the little information Louisiana law actually allowed adoptees to be provided about their own origins.
After experiencing a great reunion with his biological family in 1997, Kenny successfully sued for his original birth certificate and adoption home records which helped reveal answers to questions that neither his biological or adoptive families could provide. With the group formerly known as Adoptees' Birthrights Committee (ABC), Kenny began testifying at Louisiana legislative committee hearings to restore the rights of now-adult adoptees to obtain their original birth certificates without having to go through costly litigation. Those continuing efforts culminated in 2022 with the work of LCAR in helping pass the long-sought legislation (Act 470) that granted adoptees' access to their own birth records in the manner enjoyed by other non-adopted citizens.
Cary Koch, Treasurer
Cary has been engaged in Louisiana politics since 2016 and holds a bachelor’s degree in Economics from the University of Virginia. After lettering in football while attending Virginia, he spent 6 years playing professional football in the NFL and CFL. After making team captain and two “Grey Cup” appearances in the CFL, Cary and family have retired to Baton Rouge, Louisiana.
Cary joined the fight for adult adopted persons rights to access information in 2022 as adoption is something that is a big part of his family. Being an adoptive father and lobbyist helps fuel his passion to see adoption policy that aligns with Louisiana Coalition for Adoption Reform. He also works with the Georgia Alliance for Adoptee Rights.
Aimee Bateman, Secretary
Aimee Bateman has been involved volunteering her time and energies in the Baton Rouge community for various organizations for over 50 years. She is an adoptive mother who firmly believes that adopted people have a right to know the truth of their origins. She and her husband have been voicing their support for restoring the rights of Louisiana adopted people for years- attending legislative hearings, contacting legislators and educating the public about the lifelong journey of adoption. She is proud to support adopted people in Louisiana.
Tyler Koch, Board Trustee
Tyler Koch is a Louisiana native. She is an adoptive mother and a proud advocate of adoptee rights. She is passionate about educating people on the complexities involved in the lifelong journey of adoption. In this season of her life, Tyler’s time is centered on raising her young children. Tyler’s fervent advocacy and testimony in the spring of 2022 helped pass Act 470. She is proud to be a founding member of LCAR. She also works with the Georgia Alliance for Adoptee Rights.
