Representative Owen is named a Congressional Angels in Adoption Honoree
State Representative Charles “Chuck” Owen
Charles Anthony Owen is a native of Louisiana; he was born in New
Orleans at the Methodist Home Hospital for Unwed Mothers. He was
adopted at six weeks of age by Creighton and Gloria Owen of Leesville,
Louisiana. Charles graduated from Leesville High School in 1981
where he was a ten time varsity letterman and honor graduate. After
high school, he attended Louisiana Tech University where he received
his Bachelor of Science and Master of Business Administration; upon
completion of college, he was commissioned into the Air Force as a
2nd Lieutenant. Charles served as an Intelligence Officer for 20 years
and retired honorably in 2006 as a Lieutenant Colonel. During his
service he deployed to four different wartime engagements and was
decorated for each action. In 2014, he and his wife Carolyn returned
to their hometown of Leesville. Charles was elected to the Louisiana
House of Representatives in 2019 where he currently serves. In 2022,
Representative Owen was the primary author of a landmark adoption
reform bill that restored the rights of adult adopted persons to obtain
access to their original birth certificate. To date, Fall 2023, over 1,100
Louisianans have received their original birth certificates. Charles
authored a book and award-winning screenplay on the life of his birth
mother. Charles and his wife, Carolyn, have two grown daughters.
